Invitation for Industry Consultation

As we celebrate Azadi ka Amrit Mahotsav marking the 75th year of our country’s independence, MoHUA has launched the National Urban Digital Mission (NUDM) to facilitate electronic delivery of municipal services to citizens across all towns and cities of the country. This vision can only be realised by promoting collaboration across the entire urban ecosystem through effective and inclusive partnerships with member representatives of the governments, civil society, industry, and academia. This urban innovation will be facilitated with shared public digital infrastructure via access to open platform architecture, standards and specifications.

At present, a diverse range of e-governance solutions have been deployed in many States and cities, contributing to ease of living for India’s urban residents. However, in order to achieve scale and speed in implementing such solutions in a systemic, integrated and sustainable manner, a lot more effort is needed. With this objective, NUDM has been conceived by MoHUA for rollout of a national level platform with a bouquet of e-governance solutions across all the ULBs in the country. 

The open-source National Urban Governance Platform (NUGP) created to facilitate this journey will host key urban services such as water and sewerage, birth and death registration, citizens’ grievance redressal, online building permits, NOC, property tax, trade license, municipal accounting, and miscellaneous user fees. NUGP was procured recently through an open REoI process. NUGP is an open-source platform with reference applications, built using microservices architecture and is hosted centrally on cloud. 

The Centre for Digital Governance (CDG), Nodal Agency at NIUA is initiating the empanelment process for implementation partners. Once empanelled, these implementation partners will undergo training on NUGP and its services. With this training, they will be in a position to roll out NUGP across various States/ UTs in the country along with State-specific customizations and enhancements to the platform and services. As part of NUDM roll out , team NUDM will make available the empaneled pool of implementation partners and model RFP, which can be leveraged by the States/ UTs to onboard implementation partners for customization & roll out of NUDM in their ULBs. This will enable States/ UTs to drive the implementation as per their preferences while being in compliance with NUDM. 

Regarding the empanelment as prospective Implementation Partners at States/ UTs, you are invited to participate in the industry consultation workshop, scheduled on 30.09.2021 at 14:30Hrs. Our team at NIUA-CDG will present NUGP and the upcoming RFE process to the participants. Also, we would be pleased to clear your doubts regarding the same in the interaction.
