What is the National Urban Digital Mission?

The National Urban Digital Mission was launched in February 2021 by Shri Hardeep S. Puri, Minister of State (I/C), Housing and Urban Affairs to unite the digital initiatives of the Central Government. National Urban Digital Mission aims to build a shared digital infrastructure that will strengthen the capacity of the urban ecosystem to solve complex problems at scale and speed. It is built as a public good and provides the ecosystem actors the foundational digital building blocks, ready-to-use platforms, standards, specifications, and frameworks. What will the Fellows learn and achieve in the course of the Fellowship?

The NUDM Fellows will have an opportunity to lead the adoption of a transformative Mission across the nation. Participating in a fast-paced work experience program such as the NUDM Fellowship will be a challenging, but rewarding experience for young professionals. 

Some of the envisioned benefits to the graduates of the Fellowship are listed as follows: 

  1. Fellows interested in governance will have an opportunity to lead implementation of a transformative mission on e-governance. 
  2. Fellows will have an opportunity to work closely with urban experts and Mission leadership across all levels of governance. 
  3. The Fellows will experience a tangible expansion in their technical and professional skills including in-depth knowledge of application of policy, technology and urban program management.

How will the Fellowship work?

The NUDM Fellows will be placed with State and UT governments, with a view to supporting in the implementation of the Mission.

What role will the Fellows play in the implementation of the Mission?

The bulk of the day-to-day roles and responsibilities for the Fellows will be coordinated by the reporting officer from the office of the state PMU. This will include:

  • Mission facilitation at the State/UT level
  • Supporting NUDM implementation across stages 
  • Strategic communications with urban stakeholders
  • Managing external relations with ecosystem partners
  • Understanding the state & ULB needs pertaining to delivery of municipal services (from As is - To be) 
  • Capacity building at the ULB level
  • Program documentation and technical reporting

Overarching reporting of the Fellows will be to the Fellowship Manager at CDG-NIUA.

The Fellows will also provide necessary support in data analytics, research, documentation, independent assessment, visualization or any other related activities including creating reports, posters, dossiers etc. 

Will I be paid a stipend for the Fellowship?

A consolidated amount of Rs. 60,000 per month per Fellow (inclusive of local transport allowance) will be paid to the Fellows under the National Urban Digital Mission. Fellows will be allowed Travel and Dearness Allowances based on approved norms of the Fellowship.

What will be the duration of the Fellowship program?

The period of engagement will be one year. This engagement may be extended up to one additional year on the basis of the Fellows’ performance, with approval of the Director, NIUA and National Program Head, Centre for Digital Governance, NIUA. 

Are there any qualifications or educational backgrounds which are preferred for the selection of candidates in the program?

Candidates who possess 2-3 years of relevant experience in the implementation of infrastructure or government projects at state or national level, will be given preference in the inaugural cohort of the NUDM Fellowship. Candidates should possess an undergraduate or postgraduate degree from an institute of repute in the following fields, but not limited to:

  • Engineering 
  • Information Technology
  • Public Policy
  • Management - Business, Urban & Rural

When can I apply for the program?

Applications are invited in a prescribed format online via this webpage. This application will be open to the general public for up to 14 days. In 2021, the application is expected to be floated in the last quarter of the year, for the cohort of 2022-23.

What will be my place of posting?

The Fellows will be based out of New Delhi till their deployment is finalized. Post that, the Fellows may be required to be stationed in any of the following Indian States as per requirement of the Mission. 

  • Punjab
  • Karnataka
  • Tamil Nadu
  • Jharkhand
  • Madhya Pradesh
  • Bihar
  • Rajasthan
  • Uttar Pradesh

Will I be able to choose my city of posting?

The decision regarding city allotment will be dependent on the candidate’s skill levels, linguistic capacities and existing city of residence. The decision of the Director, NIUA and National Program Head - Centre for Digital Governance, NIUA will be final and binding.

I am currently pursuing an undergraduate degree. Am I eligible to apply for the program?

No. Candidates eligible for the Fellowship should have any of the following qualifications: Graduates with 1st Division or minimum 60% marks; or, Post Graduates with 1st Division or minimum 60% marks; or, PhDs from premier institutions/universities.

What are different ways of applying for the program?

You can only apply online in the prescribed format through the application form floated on this webpage. No other form of application shall be accepted.

What document is required to be submitted with my application?

The specifics will be mentioned in the application form.

Is there an age limit to be eligible for the program?

The maximum age of the candidate should not be more than 35 years as of 31 October 2021.

What is the selection procedure and how will I be informed of my selection?

Applications will be invited in a prescribed format online, via this webpage. This application will be open to the general public for a limited number of days. The applications will undergo the necessary scrutiny for eligibility and will be scored on the basis of pre-decided criteria. The final selection of candidates will be done via personal interviews. Only shortlisted candidates are intimated through email.

Will Fellows be able to avail any options for part time engagement or Work from Home for the duration of the program?

The Fellowship Program is a full-time engagement with the National Urban Digital Mission. Work from Home or part-time engagement options is not available within the programme.
