Privatization of Land Development and Urban Services: A Case Study of CIDCO

Urbanisation in India has been accompanied by two contrasting features - growth in economic activities and deterioration in the quality of life. One of the reasons for deteriorating quality of life in urban areas is the inability of the city governments to manage and augument the provision of infrastructure and services to meet the growing demands. It is now also being recognised that urban service delivery is not a problem that can be solved only by providing additional financial resources to local bodies. Recently, various forms of partnership arrangements between public and private sectors have been initiated to augument and manage urban service delivery of infrastructure, services and shelter. Thus, the main objective of this study is to highlight the successful experiences of CIDCO (City and Industrial Development Corporation of Maharashtra Limited), located in Navi Mumbai; in involving the private sector in the management of infrastructure and services.
